ME: How Was the Money Spent On Gay Marriage Fight?

The 2009 ballot question on gay marriage in Maine was the most expensive initiative campaign in Maine history, and the third most expensive statewide political campaign in the state's history. More than $7 million was spent on both sides. Only the U.S. Senate races of 2002 and 2008 were more costly. This report will examine where the money got spent, on both the "Yes" (anti-equality) and "No" (pro-equality) sides. There were some significant differences in how the funds were allocated among different sources. Brief synopses will be provided on the major vendors on both sides. Finally, some suggestions for future equality campaigns will be offered. Step One: Get the Issue On the Ballot Before there could even be a campaign, the "People's Veto" needed to get the requisite number of signatures to qualify it for the state ballot. In Maine, that requires collecting roughly 55,000 signatures. Stand for Marriage Maine (the Yes on 1 campaign) spent more than $300,000 to gather the signatures. A Michigan-based firm, National Petition Management, was contracted to perform this task. They succeeded. Still, this meant that Yes on 1 needed to raise $300,000 before there could even be a campaign. New Report on Gay Marriage Fights in Maine, California

Should the November 2009 result in Maine – a 53/47 victory by the forces seeking to overturn marriage equality – have come as a surprise? After all, No on 1 raised much more money than Yes on 1 did. They out- organized their opponents. They ran a positive, upbeat campaign. And still the result, just like California last year: a loss. This report will examine the reasons behind the Maine loss. Then it will undertake demographic analysis of the results from Maine, California (Proposition 8) and Washington State (Referendum 71) to assess whether there were consistent demographic factors in play. Next, based on the results of the demographic analysis, a simple model will be suggested to estimate probability on a state-by-state basis of marriage equality being adopted at the ballot box. Profile of the Man Behind Gay Marriage Defeats in California & Maine

The most effective man fighting to deny the right of gay marriage in America is Frank Schubert of Sacramento. Schubert ran the successful Yes on Proposition 8 campaign last year, the initiative banning gay marriage in California. This week, when Maine voted to repeal a new law allowing gay marriage, Schubert was again the pivotal organizer. If conventional wisdom on gay marriage inevitability were a balloon, Schubert would be the needle. His win in California galvanized Yes on Prop. 8 believers from the right and left - from black to white to Latino and Asian. Heartbreak in Maine: Gay Marriage Loses by Almost 6 Points

The stars seemed aligned for supporters of gay marriage. They had Maine's governor, legislative leaders and major newspapers on their side, plus a huge edge in campaign funding. So losing a landmark referendum was a devastating blow, for activists in Maine and nationwide. In an election that had been billed for weeks as too close to call, Maine's often unpredictable voters repealed a state law Tuesday that would have allowed same-sex couples to wed. Gay marriage has now lost in all 31 states in which it has been put to a popular vote — a trend that the gay-rights movement had believed it could end in Maine. "Today's heartbreaking defeat unfortunately shows that lies and fear can still win at the ballot box," said Rea Carey, executive director of the National Gay and Lesbian Task Force. Nate Silver on What Happened Last Night on Gay Marriage, Gay Rights

Maine -- Question 1. Maine votes Yes on Question 1 -- which means no on gay marriage -- by a margin of about 52-48. Turnout was extremely high and should eventually surpass 500,000 voters, about where it was during the 2006 midterms. This fact was initially thought to favor the pro-gay marriage side -- but, obviously, it didn't. The results showed a very strong urban-rural divide, with the initiative being rejected by a margin of about 2:1 in Portland but racking up big margins in smaller towns and rural areas, especially in the north of the state. We had given Question 1 about a 70 percent chance of being defeated based on a combination of an analysis of the polling and a statistical model. I don't know how much time I'm supposed to spend defending being on the wrong side of a 70:30 bet -- we build in a hedge for a reason -- but here comes a little self-reflection. As for the polling, I think we have to seriously consider whether there is some sort of a Bradley Effect in the polling on gay rights issues, although one of the pollsters (PPP, which had a very bad night in NY-23) got it exactly right. As for the model, I think I'll need to look whether the urban-rural divide is a significant factor in a state in addition to its religiosity: Maine is secular, but rural. At the end of the day, it may have been too much to ask of a state to vote to approve gay marriage in an election where gay marriage itself was the headline issue on the ballot. Although the enthusiasm gap is very probably narrowing, feelings about gay marriage have traditionally been much stronger on the right than the left, and that's what gets people up off the couch in off-year elections. DNC Forgets to Mention Question 1, Gay Marriage in Maine Mailer

The Executive Director of Organizing for America sent an email to Mainers telling them to vote. Someone I know just got it: Tomorrow is Election Day once again in Maine. It's as important as ever for you to get out to vote. And just like you did last year, bring friends, family, and co-workers with you when you go to the polls. Funny thing (or not), OFA forgot to tell Mainers what issues are on the ballot and how to vote on those issues. For example, there's no mention of Question 1, the measure to repeal Maine's marriage equality law - i.e., repeal gay marriage - in the email (really big surprise, huh?). 538's Nate Silver Gives Advantage to Gay Marriage Supporters in Maine

Question 1, Maine's gay marriage referendum, remains a tight contest but gay marriage advocates are heading into the final lap with the advantage, one analyst concludes. Gay marriage has yet to win a popular vote but proponents hope Mainers will be the first to buck the trend. At least one analysis favors a gay marriage win. Question 1 asks Mainers to affirm – or reject – a gay marriage law approved by lawmakers in the spring. If approved, the law would not go into effect; gay men and lesbians would not be allowed to marry, but gay marriage would not be banned outright. That is, the Legislature would be free to enact a new law during its ordinary session. Which is different from a voter-approved constitutional gay marriage ban – such as California's Proposition 8 – that leaves lawmakers and courts impotent on the issue. Yes on 1 Plans Last Minute Attack Ad on Gay Marriage Supporters

Protect Maine Equality is requesting donations in order to counter a last-minute attack and appeal for money from the "Yes on 1" people, who sent out an email blast asking fro money in order to buy air time for a new attack ad. Maine Governor: Gay Marriage is About Equality

Despite his last-minute endorsement of Maine's gay marriage law when he signed it, Governor John Baldacci does not want it repealed, the Bangor Daily News reported. NOM Must Identify Anti Gay Marriage Donors in Maine Campaign

A Princeton Borough-based organization that is the leading financial backer of an anti-gay marriage campaign in Maine must identify its contributors, a federal judge ruled this week. The National Organization for Marriage (NOM), a group founded by Princeton University politics professor Robert George in 2007, has given more than $1.5 million to a group that is urging voters to overturn Maine's law allowing gay marriage. New Maine Poll: 53% Favor Keeping Gay Marriage, 42% Oppose It

A new poll shows strong support for maintaining the state's new gay marriage law. The poll, conducted last week by Pan Atlantic SMS, also found dwindling support for the tax-and-spending cap initiative known as TABOR 2. Pan Atlantic's Patrick Murphy says the survey of 400 likely voters found 53 percent opposing Question 1, which would repeal Maine's gay marriage law, while 42 percent favor the measure and six percent remain undecided. The poll has a margin of error of plus or minus 4.9 percent. Murphy says Question 1 is getting a different reaction in Maine's two congressional districts, with voters in the 1st District favoring the measure by a 20 point spread, while voters in the 2nd District remain nearly equally divided. He says among the state's Catholic voters, the measure has a narrow margin of support, 49 to 46 percent. In Maine, No on 1 Raises $4 Million to Yes on 1's $2.6 Million

With a week and a half to go before Election Day, the two campaigns in the battle over gay marriage continue to haul in large sums of money from donors both inside and outside of Maine. The organization defending Maine’s same-sex marriage law continues to hold a sizable financial edge over the law’s detractors, although the gap has narrowed in recent weeks. No on 1-Protect Maine Equality has raised more than $4 million so far — including about $1.4 million since Oct. 1 — for its campaign to make Maine the first state in the nation where voters have endorsed same-sex marriages. The group working to repeal Maine’s gay marriage law, Stand for Marriage Maine, more than doubled its war chest in three weeks by raising roughly $1.4 million in October. Stand for Marriage Maine has raised a total of $2.6 million, according to reports filed Friday with the Maine Ethics Commission. Nate Silver at FiveThirtyEight.com Analyzes Maine Gay Marriage Polls

Here are the results of the four recent -- and somewhat contradictory -- polls on Maine's Question 1, which seeks to overturn the state legislature's decision to provide for same-sex marriage in the state. Pick your poison. The Democracy Corps poll is of registered voters (bad); the other three are of likely voters (good, usually). The PPP poll has the largest sample (good), and the Pan Atlantic Poll has the smallest sample (bad). The PPP poll is the most recent (good) -- although the poll showing the worst result for gay marriage, from Research 2000, is the least recent. Pan Atlantic is a Maine-based pollster (good); the other three are national pollsters (bad). The PPP poll is an automated poll -- which Tom Jensen thinks might be preferable in this instance -- whereas the other three use traditional telephone methods. Volunteers Crucial in Maine Get Out the Vote Effort for Gay Marriage

Long before I met the sleepyhead who's now my wife, her college pal Stacy McDaniel would arrive unannounced on her doorstep every Sunday morning. Armed with a loaf of bread and an irresistible laugh, he would jolly Joyce into driving with him to a nearby lake. Together, they would feed the ducks of Athens, Ga. Despite her many fine qualities, Joyce would have never laid eyes on those ducks if Stacy hadn't been determined to get her up and out. Good intentions weren't enough - she needed a friendly nudge. That's exactly what Stacy now intends to give Maine's progressive voters. Stacy and 1,000 other volunteers, most from in state, have set their hearts on getting those voters up, out and to the ballot box - or mailbox for early voters - to defeat the anti-gay measure known as Question 1. White House Issues Statement Supporting R71 in Washington, Opposing Q1 in Maine

In response to a question posed by The Advocate magazine, the White House has thrown its support behind two of the three major gay-rights ballot initiatives voters will face on November 3 – Maine’s up-or-down vote on upholding same-sex marriage, and Washington state’s up-or-down vote on domestic partnerships. But there was no mention of Kalamazoo’s anti-discrimination ordinance right here in Michigan. Unlike the Maine and Washington state measures, Kalamazoo’s isn’t about partner rights and benefits, but rather outlawing discrimination in employment, housing and public accommodations on the basis of sexual orientation or gender identity. San Francisco Company Paid More Than $600k to Fight Gay Marriage in Maine

Hey, remember all the frustration voiced in the wake of Prop 8's passing, when folks talked about how much of its support came from people who didn't even live in California? Maine's the next battleground for the right to marry, and the "out of town support" argument's apparently rising again -- this time, by a group that's paying a San Francisco based company over half a million dollars to in an effort to take that right away. That's right, this time, the call's coming from inside the house. The most recent email sent by Marc Mutty, Chairman of Stand For Marriage Maine (so we're clear, the only marriages he's standing for are the male-female kind, not the rest of 'em), complains that the opposition to the marriage ban now on the ballot in Maine comes from "mostly from the gay activist political elite from all corners of the nation, including Hollywood, Colorado, New York, Massachusetts" (you can read his whole email here). Mutty's group displays a different attitude when it comes to sending money out of state. New Poll in Maine: 52% Will Uphold Gay Marriage, 43% Against It

A new poll shows an edge for supporters of same-sex marriage in Maine's Nov. 3 referendum, with 51.8 percent of those surveyed saying they plan to vote to uphold the law legalizing it and 42.9 percent planning to vote for repeal. The poll released Wednesday by the Pan Atlantic SMS Group of Portland shows that 5.2 percent of the people surveyed were undecided. The survey results followed campaign finance reports on Tuesday that showed No on 1, the group supporting same-sex marriage, had raised $2.7 million as of Sept. 30. The group supporting a people's veto of the law, Stand for Marriage Maine, had raised $1.1 million. Beyond Chron Recap of the Gay Marriage Fight in Maine

I’m back home in San Francisco, after spending 10 days on the ground in Maine with the “No on 1” campaign. After my time there, I truly believe that – with our help – Maine will become the first state in the nation to successfully defend marriage equality at the ballot box, providing a roadmap for California to repeal Proposition 8. Maine activists have been working hard for five years to pass gay marriage, but events in the last few days now point to what should be an historic victory on November 3rd. With only 19 days left, what I’m seeing from the “Yes on 1” campaign reminds me of where “No on 8” was at this point last year – outgunned by the opposition, unable to control the message and at a loss about what to do. If Question 1 passes, it will be our fault for not having done more. But if Question 1 fails, those of us who get involved will have made history – which is why I hope to go back for the last four days. Here are the reasons for my optimism ... An Early Fundraising Advantage One reason why I got involved in this effort was that “No on 1” said they only needed $3 million dollars for the entire campaign – a pittance compared with California efforts. “We’re a cheap date,” said campaign manager Jesse Connolly at this year’s Netroots Nation Convention. New fundraising totals that came out this week show that “No on 1” has already raised $2.7 million (with most of the money coming from Maine residents) – and bloggers are planning a big fundraising push for today that should keep them on track with their goal. The bigger news, however, is that “Yes on 1” reported only raising $1.1 million – with a campaign debt of $400,000 (our side has no debt.) This provoked their spokesman Marc Mutty (who is on loan from the Portland Archdiocese) to send out an urgent message on October 13th that their cause was under “financial assault.” In the mass e-mail, which can be reviewed in full here, Mutty says they had known from the opposition’s superior ground game that our side had been raising more money. But they had “never dreamed the situation was as dire as it is,” and are now urging their supporters to make a “sacrificial contribution” to pass Question 1.
